The JMMC's job is to review conformity with existing targets and general market conditions, but it was never given the power to set or change output. That authority sits with the ministerial conference itself, and in the current cycle of gradually unwinding cuts, with a smaller group of countries carrying additional voluntary cuts.
The JMMC's membership is broader than this smaller group, which meets again on August 2 to decide on September's quota. This structural mismatch between where concern is registered and where capacity to respond sits has led to confusion in the market.
Despite the JMMC's limited authority, its tone still shapes expectations ahead of the decision that actually matters. The smaller group's decision on August 2 will determine what happens to oil supply this autumn, not the July 28 meeting.
