Philippines Revives Gas Talks with China Amid Energy Emergency
The Philippines and China have revived talks over joint offshore gas exploration in the disputed South China Sea. Philippine President Ferdinand Marcos Jr. has defended a pragmatic approach to energy talks with China, citing the need for additional oil and gas sources due to rising fuel prices and economic concerns.
The energy emergency declared in Manila is pushing the country to explore every available option to diversify its supply sources. The presidential office states that Executive Order 110, signed on March 24, 2026, declared a national energy emergency in response to disruptions in oil and electricity supply.
Talks with Beijing were suspended in 2022 but reopened in 2023 following a bilateral exchange between the two leaders. Philippine Energy Secretary Sharon Garin has indicated that Manila is working with other countries, including Australia, the UK, and Israel, on exploration projects.
President Marcos Jr. expressed measured optimism about reaching a deal before his term ends in two years, stating that 'we wouldn't be having these discussions if it weren't with the prospect (...) indeed of such a joint operation.'
