Putin Cracks Down on Russia's Energy Trade Transparency
Russian President Vladimir Putin has signed a decree imposing sweeping new restrictions on what can be accessed and reported about the country's energy trade.
The decree, which comes into effect immediately, prohibits access to information in export contracts, including volumes, prices, sellers, buyers, carriers, insurers, maritime transport used, loading terminals, payment settlements, and customs statistics.
This is not the first time Russia has restricted data on its energy trade. In 2023, the country's Federal Statistics Service halted the publication of oil production, and in 2024, it stopped publishing refined products output.
The new decree adds to these limits, restricting access to information about crude-processing volumes and the production of petroleum products at Russian refineries, as well as their plans for gasoline and diesel sales on an exchange.
