Rosenthal, a four-term House member and career oil field engineer, spoke about the importance of the Railroad Commission, which regulates nearly half of the U.S. oil supply. He highlighted issues such as underground carbon dioxide injection, data centers, and seismic activity in the Permian Basin caused by wastewater disposal.

Laredo residents who attended the town hall event said they left with a better understanding of the Railroad Commission's limitations, including its limited workforce and strained budget. Pamela Neumann, a sociology professor at the local university, expressed concern about repeat polluters getting permits and the impact on the environment.
