Rostov Oblast Declares State of Emergency Over Black Sea Grain Export Disruptions

Russia's Rostov Oblast has declared a state of emergency due to problems with grain exports through the Black Sea. The decision was prompted by a buildup of grain at silos in the region that cannot be exported.

The governor's order took effect on August 28, recognizing the situation as a regional emergency caused by the suspension of port operations and disruption of maritime shipping since July 10. The Agriculture Ministry has been instructed to monitor the situation and inform agricultural producers about the measures being taken.

Arkady Zlochevsky, president of the Russian Grain Union, said that 'the economic situation for Russian farmers looks very bad' with shipments in the Azov basin having completely stopped.
