Saudi Ministry of Finance Releases FY2027 Pre-Budget Statement with Estimated Deficit
The Saudi Ministry of Finance has released its Pre-Budget Statement for FY2027, outlining estimated expenditures and revenues. Total expenditures are expected to reach SAR 1,392 billion in 2027, while total revenues are projected at SAR 1,202 billion. The deficit is estimated at around 3.6% of GDP.
The statement highlights the continued implementation of economic reforms under Saudi Vision 2030, which has contributed to diversifying the economy and improving the business environment. Non-oil activities have grown by 1.8% in H1 2026 and are expected to continue contributing to economic growth. The unemployment rate among Saudis declined to 6.5% in Q2 2026.
The Ministry of Finance intends to continue local and international borrowing activities, with the issuance of bonds, Sukuk, and loans at a fair cost. His Excellency the Saudi Minister of Finance, Mr. Mohammed Aljadaan, emphasized that the Kingdom continues to manage its public finances according to a long-term perspective.
