Ukraine Overhauls Gas Bills to Boost Transparency
Ukraine is introducing changes to gas bills starting from October 1, 2026. The new format will clearly show charges for supply and distribution, as well as the status of debt or overpayment.
The update aims to align Ukrainian legislation with European Directive on information standards in the gas sector and the Law of Ukraine 'On the Natural Gas Market'. Resolution No. 541 by the National Commission for State Regulation of Energy and Public Utilities establishes a unified approach to forming invoices.
Previously, different regional operators used their own invoice forms, making it unclear to consumers what charges were for. The updated Gas Distribution Systems Code provides changes for household consumers, including showing amounts for consumed natural gas and its distribution on one bill.
Invoices must now contain more detailed information about charges, including consumption volumes and tariff components. Consumers will receive regular updates on their account status, including any overpayment or debt.
