Ukraine Weighs Restart of Discounted Gas Supplies for Power Plants
Ukraine's Ministry of Energy is considering restarting discounted gas supplies for power plants, but only if certain conditions are met. According to First Deputy Energy Minister Artem Nekrasov, the decision will depend on gas storage volumes ahead of the heating season and the overall situation in the power system.
Nekrasov made this statement at the 6th Energy Law Conference in Kyiv, where a working group with representatives of the gas generation sector meets every two weeks to discuss the issue. The Ministry is also exploring online options for addressing some issues related to discounted gas prices.
The government adopted Resolution No. 403 on March 30, 2026, which shortened the deadline for electricity producers at thermal power plants and combined heat and power plants to receive natural gas at a discounted price of UAH 19,000 per 1,000 cubic meters. The resolution also expanded eligibility criteria and abolished certain provisions.
The Association of Critical Infrastructure Operators has urged the government to remove restrictions on access to discounted gas for electricity producers, warning that cogeneration projects could become economically unviable without it.
