US Proposes Ukraine-Russia Talks by End of October
The United States has proposed a technical meeting between Ukraine, Russia, and itself by the end of October. Ukrainian President Volodymyr Zelensky confirmed the proposal following a meeting with German Chancellor Friedrich Merz. The United Arab Emirates is under consideration as a potential host, though Ukraine is open to other locations suggested by the U.S.
Zelensky previously discussed the matter with the U.S. negotiating team, noting that American representatives are maintaining contact with both Ukraine and Russia. He stated Ukraine's willingness to engage in negotiations, saying, "We’ll wait for a response. We respond positively to negotiations."
Separately, Turkey and the UN are preparing a new round of talks between Ukraine and Russia focused on the Black Sea. The aim is to ensure the safe delivery of grain amid rising global prices. Earlier proposals to halt strikes in the Black Sea to restore grain exports were rejected by Russian President Vladimir Putin, who deemed them pointless.
This development follows a series of stalled negotiations and threats from Moscow regarding territorial advances. Zelensky has previously warned about the risks of secret negotiations and the potential for Ukraine to be "surrendered."
