The 41-page submission was written by Boyd Roberts of Big Picture Group and includes a clear disclaimer stating it is illustrative arithmetic rather than a price forecast.
Roberts' revised 'Great Sovereign Reset' theory imagines XRP, gold, and oil operating within a new global monetary settlement system.
The document applies hypothetical valuations to show that if the US controlled 10 billion XRP through a sovereign trust or similar government-backed structure, its value would be $33 trillion.
