ABA Seeks Stablecoin Provision Revisions Amid Regulatory Concerns

The American Bankers Association (ABA) is seeking revisions to the Clarity Act's stablecoin provisions, not its outright rejection. According to ABA President and CEO Rob Nichols, the association wants to ensure that regulations allow both traditional finance and digital assets to thrive.

Nichols warned that if non-bank entities like crypto exchanges are allowed to offer interest-like payments on stablecoins, it could draw funds away from bank deposits, potentially weakening the funding base for lending activities. This could affect small-business lending, mortgage lending, and agricultural finance, which rely heavily on stable deposit bases.

The ABA is urging senators to revise the relevant provisions before a September vote, aiming to create a clear and consistent regulatory framework that balances the benefits of stablecoins with the need to protect the broader financial ecosystem. Nichols emphasized that the goal is not to stifle crypto innovation but to design thoughtful rules that make the U.S. both a global financial hub and a crypto hub.
