Amodei Unveils Three-Step Plan for Responsible AI Development

Dario Amodei, CEO of Anthropic, has proposed a three-step framework for responsible AI development. The framework aims to balance progress in AI capabilities with safety research and verification.

The proposal comes at a time when anxiety about AI's trajectory has spread beyond the usual circle of experts. In July 2026, over 1,100 AI professionals signed an open letter calling for measures to moderate the pace of frontier development.

Amodei's framework breaks down into three sequential components: Embedded Evaluators, Democratic Coordination, and Global Coordination.

The first step involves implementing embedded evaluators that assess and verify safe practices during model training and deployment. This is being implemented unilaterally by Anthropic and will start immediately.
