Arbitrum Activates Elara With Optional Compliance Filters for Dedicated Chains

Arbitrum has activated Elara on August 20th, adding optional protocol-level transaction screening and priority-fee support to dedicated chains. The upgrade also includes an alternative data-availability interface for these chains. Chain owners can configure and enable compliance filtering, which operates at two levels: the sequencer simulates transactions and rejects those that violate configured rules, while a sentinel can forcibly fail restricted transactions.

Elara gives chain owners the ability to collect priority fees, but this feature is disabled by default. Only the chain owner can turn collection on through the access-controlled `ArbOwner` precompile. On Arbitrum One, activating priority-fee collection still requires a separate constitutional DAO vote.

The base fee administration has also changed with Elara, introducing a `BaseFeeManager` contract that lets Offchain Labs adjust the minimum Layer 2 base fee within a DAO-approved range of 0.01 to 0.10 gwei. The delegation expires two years after mainnet activation and requires public notice through the Arbitrum forum.
