According to Arbitrum's statement, there was no network downtime, but rather a delay in posting transaction batches due to behavior in Ethereum's Layer 1 blob market. The chain itself remained fully operational throughout the incident.

The temporary batch-posting delay and brief strain on some third-party infrastructure were caused by congestion in Ethereum's blob market, leading to delays in confirming batches on Ethereum. This did not affect everyday users sending transactions, which continued normally throughout the event.
