ASEAN Faces Trust Problem Ahead of Digital Economy Framework Agreement Signing

The Association of Southeast Asian Nations (ASEAN) is poised to sign the Digital Economy Framework Agreement (DEFA) in November, despite concerns from civil society groups about transparency and accountability.

ASEAN's digital economy ambition aims to provide its 700 million people with access to an open, secure, and inclusive digital future. The DEFA is expected to unify digital trade rules and standards, improve e-commerce access, and promote regional competitiveness through upskilling and digital literacy.

However, critics argue that the agreement lacks transparency, citing the lack of published full text, supporting economic studies, and consultation results with workers and communities.

ASEAN business leaders are still in the dark about DEFA, with over one-third remaining unfamiliar with it. A survey found that only 12% of polled participants have already assessed DEFA's relevance, while 4% has started establishing an action plan.
