Binance Enforces New Crypto Regulations in Brazil Amid Central Bank Scrutiny
Brazil's Central Bank has tightened its regulations on cryptocurrencies, and Binance is the latest exchange to adapt. Starting November 1, Binance will require Brazilian users to disclose the purpose and counterparty details for cross-border crypto transfers. This move is in line with Brazil's Resolution BCB No. 521/2025, which mandates monthly reporting of such transactions to the central bank.
The new policy will require users to complete a questionnaire before initiating cross-border withdrawals. This means that users will need to provide information on the purpose of the transfer, as well as the details of the counterparty. This is a significant development in compliance and user verification, and it highlights the increasing scrutiny from Brazil's Central Bank.
Binance's new requirements will affect Brazilian users, but transfers between Brazilian residents will remain unaffected. The exchange has also specified a list of 10 purposes for transfers up to $50,000, and 96 classifications for transactions exceeding $50,000. Additionally, transfers may be capped at $100,000 if the counterparties are unauthorized.
