Binance Implements New Controls on Cross-Border Crypto Transfers for Brazilian Users
Binance has announced new controls on cross-border cryptocurrency transfers involving Brazilian users, set to take effect from November 1. The new requirements aim to bring international transfers of virtual assets within Brazil's foreign-exchange framework, in line with Central Bank of Brazil Resolution No. 521/2025.
From November 1, Brazilian individuals and companies sending crypto to a non-resident will have to provide the purpose of the transfer and information identifying the beneficiary. The same requirements apply when Brazilian users transfer assets to their own accounts on foreign exchanges.
Additionally, incoming transfers will face checks, with Binance requiring information identifying the sender and explaining the transaction. Deposits can remain pending until that information is supplied.
The rules extend beyond transfers directly between two people, and apply to transfers involving self-hosted wallets when classified as international.
