Binance Imposes New Cross-Border Transfer Rules for Brazilian Users
Binance, the global cryptocurrency exchange, is implementing new measures for Brazilian users starting November 1. The changes require users to provide transaction purpose and counterparty information for cross-border virtual asset transfers. This move aligns with new regulations from the Central Bank of Brazil, aimed at enhancing transparency and preventing illicit financial activities.
Under the new rules, Brazilian users must complete a questionnaire before withdrawing virtual assets abroad. For incoming transfers, processing may be delayed or returned if the required information is not provided. These procedures do not apply to domestic transfers between Brazilian residents.
The regulations, outlined in Resolution BCB No. 521/2025, mandate that Binance report cross-border transaction records to the Central Bank of Brazil monthly. The level of detail required varies by transaction amount: transfers of $50,000 or less need a purpose classification from 10 categories, while larger transactions must choose from 96 classifications.
Additionally, certain cross-border transfers involving unlicensed foreign exchange operators are capped at $100,000. Binance Brazil will also hold incoming deposits and block withdrawals until users verify the source of their funds, similar to traditional banking procedures for large transfers.
While the changes are specific to the Brazilian market, they reflect a broader trend of tightened compliance measures in the global cryptocurrency industry.
