Binance Imposes Strict Cross-Border Crypto Rules for Brazilian Users
Starting November 1, Binance users in Brazil will need to provide detailed justifications for any cross-border cryptocurrency transfers. The exchange has introduced new rules requiring users to explain the purpose of each international transaction and identify the beneficiary, whether it's an individual, company, or financial institution. This requirement applies to every single transfer, meaning users cannot submit a one-time form and forget about it. Binance will also share this data with the Central Bank of Brazil on a monthly basis.
The most significant impact will be on withdrawals. Binance will not process any crypto transfer to a non-resident unless the questionnaire is completed. For deposits, funds sent from abroad may remain pending until users provide the required details about the sender and the transaction's purpose. In some cases, these funds may even be frozen or returned to the sender.
These changes are not Binance's initiative but a response to Brazil's Resolution BCB No. 521/2025, which brings certain virtual asset transactions under the country's foreign exchange control rules. Essentially, Brazil now treats some outbound crypto transfers similarly to traditional currency leaving the country, including reporting requirements. Brazilian users who frequently send crypto to offshore exchanges or receive international payments should prepare for these additional steps before the November 1 deadline.
