Binance Introduces New Cross-Border Crypto Transfer Requirements for Brazilian Users
Binance has announced that it will introduce new controls on cross-border cryptocurrency transfers involving Brazilian users starting November 1.
The new requirements are in line with Central Bank of Brazil Resolution No. 521/2025, which classifies international transfers of virtual assets within Brazil's foreign-exchange framework.
Brazilian individuals and companies sending crypto to a non-resident will have to provide the purpose of the transfer and information identifying the beneficiary.
For outgoing transfers, users will encounter a questionnaire asking for the purpose and beneficiary, with possible purposes including transfers between a user's own accounts, purchases of goods, payment for services, donations, and travel-related transactions.
Binance will report qualifying international transactions to the Central Bank monthly.
