Binance Re-Enters Philippines Under Regulatory Sandbox Framework
After months of negotiations and regulatory hurdles, Binance has finally secured access to all major Philippine networks. The exchange's re-entry into the Southeast Asian market comes through a local partner, BlockShoals Technologies Inc., which operates under the Strategic Regulatory Sandbox (StratBox) framework defined by the SEC Memorandum Circular No. 9, 2024.
In March 2024, Binance faced a ban in the Philippines due to offering unregistered securities without a local license. However, through its partnership with BlockShoals, the exchange has been able to re-enter the market under a regulatory sandbox framework that allows for testing and innovation within certain guidelines.
PLDT's restoration of access brings Binance one step closer to full visibility for Filipino retail users. The exchange now displays localized content for Philippine users, with clear disclosure of BlockShoals' role as the local operating entity.
The next steps for Binance Philippines include the integration of local fiat payment rails and the satisfaction of Anti-Money Laundering Act requirements. Once this is complete, users will be able to trade and deposit in Philippine pesos through the official channel.
