Binance Restricts Overseas Crypto Transfers for Brazilian Users
Binance has announced that it will hold certain overseas crypto transfers for Brazilian users who fail to provide required transaction details under new local rules. The changes apply to qualifying cross-border crypto transfers and are tied to Brazil’s updated foreign exchange rules for virtual assets.
Under the new process, customers sending crypto abroad must answer Binance’s required questions before the exchange submits the withdrawal. The information must identify the person or entity involved in the transaction and explain its purpose. Incoming transfers are handled differently; crypto sent to Binance from overseas may remain pending until the Brazilian recipient provides the requested sender and transaction information.
Binance said the measures are connected to Resolution BCB No. 521/2025, which places certain virtual asset transactions within Brazil’s foreign exchange framework. The exchange will also report these international operations to the Central Bank of Brazil on a monthly basis in accordance with local regulatory requirements.
The rules apply to international transactions involving Brazilian residents and non-resident counterparties. Examples include sending crypto to individuals living abroad, paying foreign companies, or receiving digital assets from entities located outside Brazil. Transfers between Brazilian residents are not covered by these changes.
