Binance Tightens Cross-Border Crypto Transfers for Brazilian Users

Binance, one of the world's leading cryptocurrency exchanges, has announced new regulations for cross-border transfers involving Brazilian users. Starting November 1, Brazilian users will be required to provide the purpose of their transactions and identify the type of counterparty receiving or sending the assets.

The new rules are in response to Resolution BCB No. 521/2025, which brought international virtual-asset transfers into Brazil's foreign exchange framework and created new reporting obligations for crypto service providers.

Users will be required to select a purpose code from a list of 96 classifications, with transfers worth $50,000 or less using a simplified list of 10 purposes. The purpose code must match the real reason for the transaction, as the information will be reported to the regulator.

Binance will not allow international withdrawal requests without the required information, and incoming deposits may remain pending temporarily while the exchange waits for the requested information.
