Binance Tightens Crypto Transfer Rules for Brazilian Users
Binance, the global cryptocurrency exchange, is tightening controls on cross-border crypto transfers involving Brazilian users starting November 1. The move comes as Brazil's crypto regulation expands, requiring more detailed transaction data. Brazilian users will need to provide information about the purpose of their international crypto transfers and details about the transaction partner for both sending and receiving crypto abroad.
The new rules apply only to international transfers, not transactions between Brazilian residents. For withdrawals, Binance will block transactions if users do not fill out a required questionnaire. For incoming transfers, crypto from abroad may be held in a pending state until the recipient provides the necessary details. Binance will submit the collected data to the Central Bank of Brazil on a monthly basis.
The changes are a response to Brazil's Resolution BCB No. 521/2025, which brings certain virtual asset transactions under the country's foreign exchange control rules. The most visible impact for users will be the blocking of withdrawals if the required data is missing. Binance emphasized that users making international transfers will likely need to submit this data for each transaction.
