Binance Tightens Rules on Brazil Crypto Transfers
Binance is tightening its policies for Brazilian users, imposing stricter rules on international cryptocurrency transfers. Starting November 1, the exchange will require users to provide additional details for any cross-border transactions. This move comes in response to Brazil's Resolution BCB No. 521/2025, which now subjects certain virtual asset transactions to foreign exchange control rules.
For withdrawals, Brazilian users will need to complete a questionnaire detailing the intent of their crypto transfers and the identity of the beneficiary. This could be an individual, company, financial institution, or another entity. Without this information, Binance will block the withdrawal. For incoming transfers, recipients must provide details about the sender and the purpose of the transaction before the crypto is credited to their account. Otherwise, the funds may remain pending or even be returned.
The new rules apply only to international transfers, not domestic transactions between Brazilian residents. Binance will submit the collected data to the Central Bank of Brazil on a monthly basis. The exchange noted that users will likely need to provide this information for each transaction, rather than submitting it once for their account.
