Binance's Exit from Russia Raises Questions About Customer Data Retention

A Russian IT specialist named Yuri Belenkiy is currently in jail awaiting trial for allegedly sending over $700 in cryptocurrency to Ukrainian recipients between January 2023 and March 2024. The case has exposed a flaw in how exchanges handle customer data even after they exit a market.

Binance had sold its Russian business to CommEX in September 2023, but it still retained years of customer records due to financial laws requiring record-keeping. When law enforcement requested transaction records connected with Belenkiy, Binance provided personal and transaction data that was later used in the prosecution.

The case highlights the permanence of blockchain records and how centralized exchanges can be used to connect pseudonymous wallets to real identities. It also raises concerns about the handling of customer data by exchanges, particularly when they exit a market.
