This is a rare occurrence in recent months and comes as the US Senate failed to advance the CLARITY Act, which aimed to clarify regulatory responsibilities between federal agencies.

The vote on the bill was unsuccessful, with 49 senators voting in favor and 50 against the required 60 votes needed for passage.
