Bitcoin Miners Could Help Ukraine Use Damaged Power Plants

The Ukrainian government's estimated recovery needs for post-war reconstruction total nearly $588 billion over ten years, with approximately $91 billion allocated to energy. However, damaged transmission infrastructure has left a significant amount of electricity underused. The Bitcoin Policy Institute suggests that Bitcoin mining could play a limited but practical role in this situation.

Miners can operate near power plants and consume stranded electricity, which would otherwise go unused. By doing so, they could reduce or halt usage when demand rises elsewhere, providing flexibility to the grid during reconstruction. This approach is particularly relevant given the scale of Ukraine's energy damage and broader rebuilding needs.

A study modeled Bitcoin mining alongside curtailed wind generation in Ireland using hourly 2024 electricity data found that a 100 MW wind farm with mining installations using efficient 16 J/TH machines could absorb 83% of dispatch-down energy, increasing total system revenue by 32% and raising capacity utilization.

However, the study also noted that older 98 J/TH mining hardware was uneconomic under every scenario examined. Additionally, profitability depended on Bitcoin price growth relative to network-hashrate growth, making electricity-sales projections exposed to both cryptocurrency-market conditions and changes in mining competition.
