Bitcoin Reserve Faces Congressional Test
The US Strategic Bitcoin Reserve, created by President Donald Trump's executive order in March 2025, is facing its first test in Congress. The House Financial Services Committee will examine legislation that could turn the reserve into a statutory program.
The American Reserve Modernization Act (H.R. 8957) would convert the executive policy and its management rules into a federal law. This means that even if a future president cancels the executive order, Congress would need to take action to repeal the law.
The proposed substitute for H.R. 8957 does not include an immediate Bitcoin purchase or a one-million-BTC target. It also does not instruct Treasury to buy Bitcoin on an exchange. Instead, it directs officials to study lawful methods of acquiring more BTC within 180 days of enactment, without creating a net cost for taxpayers.
