California Passes Bill Restricting Public Officials' Memecoin Launches
California lawmakers have passed Assembly Bill 2409, which aims to prevent public officials from launching memecoins. The bill will restrict California state and local elected or appointed officers, including members of the Legislature, and state or local employees with decision-making power over bids and contracts, from issuing these tokens.
The wider piece falls on platforms. Starting January 1, 2027, a digital asset service provider could not list for sale to, or purchase by, a California resident a memecoin issued on or after that date if it is offered by, or in partnership with, a federal public official or a state or local public officer.
The bill defines a memecoin as a digital asset marketed or recognized mainly through memes, public figures, fictional characters, current events, shared humor, celebrities, noteworthy people or social trends, with value driven mainly by public interest, speculation or community engagement.
