California Slams Door on Meme Coin Corruption with New Law
California Governor Gavin Newsom signed AB 2409 into law on September 27, making it illegal for sitting public officials to launch meme coins. This move is aimed at preventing corruption and exploitation, particularly in the wake of Donald Trump's $TRUMP token, which launched three days before his second inauguration in January 2025.
The bill defines a meme coin as a digital asset marketed on the strength of an internet joke, public figure, current event, or trend, where value comes from hype and speculation rather than actual use. Starting January 1, 2027, California officials will be barred from issuing such coins, and crypto exchanges will be prohibited from listing new meme coins offered by or in partnership with federal, state, or local officials for California residents.
The law's enforcement mechanism runs through the California attorney general, who can seek injunctions and disgorgement, while district attorneys, city attorneys, and county counsel can bring civil suits to enforce the ban. This move is significant not only for its impact on California but also as a potential template for other states.
