Canada Courts EU Amid US Trade War Tensions Escalate

Canadian Prime Minister Mark Carney announced that Canada is seeking a 'unique alliance' with the European Union as it aims to strengthen international ties amid a deepening trade war with the U.S. The move comes after growing tensions between Canada and the Trump Administration, including retaliatory tariffs and heated rhetoric.

Carney emphasized that the alliance would be based on shared values, such as democracy and human rights, and complementary strengths. He noted that the EU is a strategically important partner for Canada, and that the two have already established a new Security and Defense Partnership in June 2025.

The Canadian Prime Minister has also been working to reduce its economic reliance on the U.S., signing agreements with countries such as Indonesia, Japan, and Ecuador over the past 18 months. He met with China's President Xi Jinping in January to forge a 'new strategic partnership' that would allow Canada to cut its 100% tariff on Chinese electric cars in return for lower tariffs on Canadian farm products.

Frank Schimmelfennig, a professor of European politics at ETH Zurich, suggests that Canada may pursue deeper cooperation through additional trade agreements or take inspiration from countries with close relationships with the EU without being members. He notes that Canada has already integrated its economy closely with the EU through the Comprehensive Economic and Trade Agreement (CETA) and Horizon Europe.
