Canton Blockchain to Consolidate State Benefits for Three US States

The Digital Asset and Paul Ryan's American Idea Foundation are collaborating on a blockchain-based system for distributing state-administered benefits across three US states. The RISE program, set to launch in Q1 2027, combines multiple benefits into monthly or twice-monthly payments with automated income-adjusted levels and program-specific spending rules.

Canton, the permissioned blockchain used by Digital Asset, will coordinate rules, permissions, and transactions while limiting exposure of sensitive data. According to Ryan, this pilot aims to fix what he describes as a fragmented safety net.

The pilot is subject to federal approval and would add a public-benefits adoption case to Canton, whose recent growth has centered on institutional finance. Canton Coin has a market capitalization of about $4.1 billion, ranking 23rd among cryptocurrencies, and is up around 10% over the past week.
