CLARITY Act Delay Sparks Uncertainty in Crypto Markets

This could provide a clearer distinction between securities and commodities for exchanges, token issuers, and institutional investors, making it easier to launch products and attract capital without worrying about changing regulatory interpretations.
However, large banks are pushing back against the bill, arguing that it would weaken the SEC's authority over high-risk assets. They also worry about increased competition from crypto firms gaining access to payment networks, custody, trading, and tokenized financial products under a lighter framework.
The delay of the vote until September is seen as significant, with markets initially expecting a decision before the August recess. A successful vote could improve sentiment towards US crypto businesses and strengthen institutional adoption, while another delay or signs of weakening support could hurt sentiment.
