CLARITY Act Failure Boosts Crypto Exchanges, Stablecoins

Crypto exchanges and other players in the industry are benefiting from the failure of the CLARITY Act, according to an analysis by Bitwise Asset Management. The bill's proposed restrictions on stablecoin rewards would have imposed penalties of up to $5 million per violation.

The analysis identifies four areas where the outcome created advantages: stablecoin platforms preserving customer rewards, crypto exchanges keeping licensing and brokerage advantages, tokenization platforms gaining permission to test stock trading, and token buybacks getting guidance with conditions. Coinbase is seen as a major beneficiary of this outcome, having defended stablecoin rewards against bank-style regulation.

The five-year SEC exemption for tokenized stock trading allows qualifying venues to use permissioned automated market makers and liquidity pools, which facilitate trades through software and pooled assets for authorized participants.
