CLARITY Act Hits Roadblock in US Senate

The CLARITY Act stalled in the US Senate after failing to proceed with consideration due to lack of votes. The bill, which aimed to establish a legislative framework for digital assets at the federal level, needed 60 votes but only received 49. Senators from both parties voted against the motion, with some expressing concerns over ethics provisions.

Crypto industry leaders expressed disappointment and frustration with the decision. Coinbase CEO Brian Armstrong stated that regulatory clarity is still possible through existing authority at the Securities and Exchange Commission and Commodity Futures Trading Commission. He also noted that digital assets will continue to develop regardless of congressional action.

Galaxy Digital CEO Mike Novogratz believed that a bipartisan agreement had become ensnared in politics, but thought that the SEC or CFTC would be the most immediate regulatory authority with jurisdiction. Ripple CEO Brad Garlinghouse called the result 'painful' after the industry's lobbying for legislative action.

The defeat of the CLARITY Act has led to uncertainty in crypto markets, with the price of Bitcoin falling and some digital asset firms recording declines in share price. Regulators may feel pressure to finalize digital-asset rules under existing authorities, while lawmakers may consider re-negotiating the bill for another Senate vote.
