Bitwise CIO Matt Hougan is not optimistic about the passage of the CLARITY Act in the Senate, despite its four-year history. In a recent interview with CNBC, he stated that clearer rules defining the SEC and CFTC's roles could attract more Wall Street investment in crypto.

Hougan pointed out that the bill has survived numerous setbacks over the years, citing its resilience as a reason not to rule it out. However, he expressed concerns about the Senate's ability to pass the bill on Tuesday, warning that failure to advance the bill could leave lawmakers with little time to revive a crypto market-structure framework.

The CLARITY Act aims to establish a clearer regulatory framework for digital assets, including defining the roles of the SEC and CFTC. Hougan believes that clearer rules could attract more institutional capital to the sector, allowing more investment from Wall Street and pushing the US toward a blockchain-based financial future.
