Clarity Act Odds Plummet as US Senate Delays Vote
The Clarity Act's chances of passing in 2026 have significantly diminished due to new delays in the US Senate. The uncertainty surrounding the bill's approval comes after Senate Majority Leader John Thune failed to seek cloture on the crypto market structure bill, a crucial step for its passage. This latest setback has led prediction markets to reevaluate their odds, with Kalshi's contracts setting the date for the bill's implementation before July 1, 2027 falling by 8 percentage points to 41%.
The odds of approval prior to October 1, 2027 remain at 58%, while the chances of the Clarity Act becoming law prior to January 1, 2028 have surged to 65%. The market has seen over $5.42 million in trading volume as participants reassess the bill's legislative prospects.
Journalist Eleanor Terrett attributed the delay to procedural issues surrounding a continuing resolution, which would keep the US government running. Thune is expected to seek cloture on Wednesday, but the vote requires support from both sides of the aisle, with 53 Republicans needed to secure the 60-vote requirement.
