Clarity Act Passes Just 1 in 10 Chance Before Midterms
The Solana Policy Institute, a nonprofit focused on U.S. policy affecting the Solana ecosystem, has downgraded its chances of the Clarity Act passing Congress before the November midterm elections to just 10%. This assessment was shared by CEO Miller Whitehouse-Levine in an interview with The Block.
The bill aims to provide a comprehensive regulatory framework for digital assets and has stalled in the Senate due to the chamber's recess and limited time remaining in the current congressional session. With tens of thousands of staff hours already invested, lawmakers are hesitant to pursue another attempt at passing the legislation.
The timeline is tight, with the current congressional session ending in December and the midterm elections further limiting legislative activity. Even if the Senate returns to work, the calendar is crowded with other priorities, making it unlikely that the Clarity Act will move through both chambers before the session ends.
