CLARITY Act Stalled in Senate as Lawmakers Weigh Path Forward

Share

The CLARITY Act, a proposed US crypto market structure bill, is at a critical juncture in the Senate. Negotiations are ongoing over key provisions related to illicit finance, agricultural commodities, and conflict-of-interest rules for public officials. The bill aims to provide regulatory clarity for digital assets by defining which federal agencies oversee crypto markets.

Lawmakers have not yet decided whether to bring the bill to the floor, and three distinct scenarios are emerging as the chamber approaches its August recess. According to CoinDesk, Senate leadership has not scheduled a procedural vote, leaving room for three possible outcomes: an extended session this week, a September reconsideration, or a post-midterm delay.

Several contentious points remain unresolved, including provisions aimed at combating illicit finance and agricultural-related language that would give the Commodity Futures Trading Commission (CFTC) authority over certain digital commodities with ties to agriculture. Additionally, there are proposals to prevent crypto-related conflicts of interest among public officials.
