CLARITY Act Stuck in Senate Limbo as Recess Looms
The CLARITY Act, a bill aimed at setting clear rules for crypto markets, has not been scheduled for action in the Senate before its summer recess on August 14. The bill's procedural path remains uncertain after being left off the Senate's floor schedule for Monday, August 3.
Although Republican Senator John Thune has said he doesn't expect a vote before the break, a cloture petition could be filed as early as Wednesday, August 5, potentially allowing a procedural vote on Friday, August 7. However, even if the Senate passes its version of the bill, it would not send it to the president's desk due to differences in the House-passed text.
The bill requires at least seven Democratic senators to support it, given that Republicans hold 53 Senate seats. Seven Democrats have expressed concerns about the current draft, citing a need for stronger rules on ethics, consumer protection, and conflicts of interest. Senator Elizabeth Warren has taken an even harder stance, calling the bill 'dead on arrival' due to insufficient ethics provisions.
