Clarity Act Vote Looms as Crypto Lobbyists Face Procedural Hurdles
Senate Majority Leader John Thune has filed cloture on H.R. 3633, the Digital Asset Market Clarity Act, which attempts to clarify the regulatory framework for digital assets in the US.
The bill, passed by the House with bipartisan support and cleared by the Senate Banking Committee, aims to draw a line between digital assets that qualify as commodities and those that qualify as securities.
A revised text was introduced in July 2026, addressing concerns around anti-money laundering rules, state enforcement powers, and ethics provisions.
The September 15 vote requires 60 senators to advance the bill, a procedural hurdle that crypto lobbyists learned is just as important as having votes on substance.
