CLARITY Act's Fate Hangs in Balance as Senate Votes Loom
Bitwise CIO Matt Hougan expressed doubts about the passage of the CLARITY Act in the Senate on Tuesday, but noted that its survival through years of negotiations makes it hard to rule out. The bill aims to establish a clearer regulatory framework for digital assets and has faced numerous setbacks over four years.
Hougan rejected banks' concerns that stablecoins offering rewards could cause significant deposit outflows, citing economic research that suggests the impact would be 'minor at best and probably not happen at all.'
The CLARITY Act seeks to define the roles of the Securities and Exchange Commission and the Commodity Futures Trading Commission in regulating digital assets. Hougan believes clearer rules could attract more institutional capital to the sector, positioning America to lead financial market infrastructure for the next 50 years.
