Coinbase has partnered with Modveon to launch Sivar, a remittance and identity app in El Salvador. The app allows users to transfer funds from the US to verified recipients in El Salvador for a flat $2 fee.

The app uses Coinbase's payments infrastructure and settles transactions in stablecoins on Base, Coinbase's Ethereum layer-2 network.

Coinbase Chief Policy Officer Faryar Shirzad stated that the company can charge a flat fee because the money 'moves entirely in digital dollars.'
