Coinbase Shares Surge on Renewed Policy Optimism
Coinbase shares surged by 12.7% on August 19, outperforming Bitcoin's 6.14% increase in value. This rally is attributed to renewed interest in policy-driven trading following a Senate vote scheduled for September 15 and the introduction of fresh SEC regulations.
The U.S. Securities and Exchange Commission (SEC) proposed exemptions for token offerings, including one allowing up to $5 million spread over four years and another covering offerings of up to $75 million within any 12-month span. This proposal includes a conditional safe harbor provision excluding certain assets from being classified as an 'investment contract.'
An effective issuance framework may increase the number of compliant assets ready for trading, which could lead to additional listings and bolster trading volume. Coinbase's CEO, Brian Armstrong, has stated that the company is no longer just a bet on Bitcoin's price.
