Coinbase has a contingency plan in place if the CLARITY Act fails to advance in Congress. According to Chief Financial Officer Alesia Haas, the exchange expects agency action from the SEC and CFTC to support its expansion into new products.

The CLARITY Act aims to create a federal market-structure framework for cryptocurrency trading. However, it needs 60 votes to pass on September 15. If it fails, Coinbase may pursue derivatives, tokenized assets, and staking through regulatory channels.

Coinbase's President and Chief Operating Officer Emilie Choi acknowledged that legislation could accelerate adoption and bring investor money into the market faster than agency action.
