Armstrong's hardline stance on restricting stablecoin interest payments and his decision to withdraw support for the bill in January led to its downfall.
The negotiations were complicated by Armstrong's direct engagement with senators, including Democratic Senator Angela Alsobrooks, who was a key figure in the bill's drafting.
Banks had also resisted the bill, viewing it as an opportunity to eliminate activities within the crypto ecosystem that they equated to interest-bearing deposit accounts.
