Compound DAO Incident Sparks Concerns Over Voting Power Concentration

The Compound protocol nearly sent $24 million to a small group of voters in July 2024 after Proposal 289 was passed by 82% of support, despite concerns about its validity. The proposal asked for the transfer of 499,000 COMP tokens into a yield-bearing vehicle controlled by the voters. While there were no issues with the code, the fact that it worked as intended highlighted the problem - Compound lacked an emergency authority to pause the software.

The incident is a prime example of the 'DAO dilemma', where most defenses against rushed or hostile votes give someone more control over participation or the final result. Two studies from 2026 found that across 48 large Ethereum DAOs, there was a similar problem with registration, staking, and delegation concentrating voting power.

The researchers found that in 36 of these DAOs, some form of registration was required, but only four had registered more than half of their outstanding supply. This meant the practical electorate usually covered a small fraction of all tokens, leaving a significant portion held by users whose coins were stored on exchanges or deposited into DeFi protocols.

The issue of voting power concentration is further exacerbated by staking requirements, which make voting power expensive to build and slow to unwind. Fifteen DAOs required staking, with a median of 27.4% of tokens locked. This system rewards patience and turns liquid wealth into a prerequisite for political influence.
