This bill would have shifted primary oversight of digital asset markets to the Commodity Futures Trading Commission and established frameworks for stablecoins.

The legislation aimed to provide clearer categories for how different types of tokens should be treated under US law, but it was met with opposition from an unusual coalition of Democrats and banking industry allies. On the Democratic side, senators who had previously supported digital asset legislation reversed course due to ethics concerns tied to President Trump's reported $1.4 billion in cryptocurrency gains.

The banking lobby also worked against provisions that would have allowed stablecoin issuers to offer yield-bearing products, which they saw as an existential threat to their deposit base. The crypto industry had spent an estimated $100 million to $225 million on lobbying efforts across recent election cycles but ultimately couldn't outmuscle the opposition.

The rejection of the bill has sent shockwaves through the market, with Coinbase shares falling 12%, Circle dropping 13%, and Bitcoin sliding over 5% intraday. The loss of regulatory certainty has significant implications for the broader crypto ecosystem, particularly for stablecoins which have become a backbone of crypto trading infrastructure.
