Crypto Regains Clarity Despite Congressional Setback
Franklin Crypto executive Chris Perkins believes that crypto has finally achieved regulatory clarity, despite the failure of the CLARITY Act in the Senate. This legislation aimed to establish rules for digital assets, but it stalled on September 15 when a motion to take it up drew only 49 votes to 50.
Perkins thinks that the SEC and CFTC have provided this clarity through their actions. Two days after the vote, the SEC issued a five-year innovation exemption allowing venues to trade tokenized U.S. stocks on public blockchains without registering as national securities exchanges.
This exemption removes a key barrier for institutions, which had previously been unclear about what constitutes a security and what does not. Perkins calls this development 'a regime change' that is bigger than most investors realize.
